The Annie E. Casey Foundation Family income has been suggested as the most crucial social influence in early childhood cognitive development. (Duncan and Gunn, 1997). The Annie E. Casey Foundation, working to build better futures for disadvantaged children and their families in the United States, theorizes that only with strong financial resources, that is, adequate incomes and savings and equitable access to financial services, can families and communities better the lives of children. AECF is investigating practical ways to eliminate the barriers that keep children and families in poverty. To that end, they have funded initiatives, specifically tailored to a community, to increase neighborhood organizing, availability of financial programs (including tax assistance, credit counseling, matching savings programs, low cost housing loans, local financial institutions, community development programs), job creation, and influence on public policy.
