Funders often are concerned that they alone can't address the critical issues facing their communities. How can their limited resources make a difference?   How can small foundations have an impact on big problems?   This presentation will discuss how funder collaboratives can be a successful method for reaching philanthropic goals.

Cassie Schwerner and Fred Frelow will talk about the Donors Education Collaborative (DEC), why it started, their strategy is to address public policy issues in education, and how together they are helping organizations working to improve education in New York.

Karen Scharff will speak briefly about two DEC grantees: the Campaign for Fiscal Equity court decision that will change the school aid funding formula across the state; and the Alliance For Quality Education, a diverse roganization in Albany working to make a significant and positive commitment to our children.

Speaker: John A. Edie, former long-time General Counsel for the Council of Foundations, and current director in the Washington National Tax Services division of PricewaterhouseCoopers.   John will provide his analysis on the key issues that could affect grantmaking institution, both in Congress and at the IRS or other regulatory agencies.   He also will field select questions from participants.

Learn the advocacy rules for private and public foundations.

The Alliance for Justice, Washington, DC, the premier source for information and training on the federal rules for foundation support of advocacy, is conducting a special program for upstate funders   Liz Towne , Acting Director of Advocacy Programs, and Abby Levine, Counsel, experienced attorneys and trainers, will cover the rules for private and public foundation grantmaking involving public policy work. 

This interactive session, with ample time for Q&A, will cover such topics as the Internal Revenue Service definitions of public and private foundations and
•  The 501(h) election, which provides clear guidelines for public foundations and grantees of private foundations that wish to engage in lobbying
•  Definitions of direct and grassroots lobbying
•  Lobbying spending limits
•  Activities that are exceptions to the definitions of lobbying, including those in which private foundations may engage
•  The rules for private foundation grants to nonprofits that lobby, including general support, specific project, and multi-year grants
•  The rules for public foundation grants earmarked for lobbying, as well as for general support or specific project grants that include lobbying activities
•  Grant agreement language that permits support for policy work but protects the foundation's status

The Funders Alliance November workshop is one of twelve workshops the Council on Foundations is holding across the U.S., and is designed to increase understanding of legal issues and to develop and encourage adherence to high ethical standards in grantmaking.

The session will focus on legal and ethical practices and such topics as the fiduciary duties of trustees, conflicts of interest, officer and trustee compensation, and investment practices. Case studies will be used to facilitate a discussion of standards and ethics for foundation governance. Learn the rules and interpret the laws correctly.
